Literature and Art

As early as the 13th century began to show some signs of the Spanish Renaissance, into the 15th century, the Spanish Renaissance began. At that time, the art of Italy and the Netherlands had a great influence on Spain. The important pioneers of the Spanish Renaissance art include Ferrer Bassa, known as the "Giotto of Spain", Haim Uggert and Haim Ferrer, etc.

In the first half of the 16th century, under the encouragement of Charles V, Spain tried its best to learn from Italy. At this time, many Spanish painters went to study in Italy, and some Italian painters came to work in Spain. But Italian humanism never took root in Spain, because the feudal and religious forces in Spain were far more tenacious than in Italy. The Spanish painters of the first half of the 16th century include Pedro Beruget (1450-1504), Alejo Fernandez (1475-1545), Vanes, and the sculptor Alonso Beruget (1488-1561). This period was a period of openness in Spain, and humanism was quite active.

Foreign economic and trade policy is composed of EU policy and national policy. Its national policies are set within the framework of EU regulations. It mainly includes:

  • Concessional government loans. It consists of mixed loans (government loans and export credits), special loans and grants. The recipient countries are limited to low-income countries, mainly used for social development projects and subject to OECD regulations. The aim is to boost Spain's exports of technical equipment and services.
  • Export credit insurance. The Government provides two types of financial support to its exporters under conditions set forth in the "Official Supported Export Credit Criterion Master Agreement" recognized by the OECD: "Reverse Adjustment Rate Agreements", which are signed between official credit associations (ICOs) and commercial banks. The agreement stipulates that commercial banks provide forward loans to exporters at a fixed interest rate. If the future market rate is lower than the fixed rate, the bank will pay the lower part to the ICO.

As a member state of the European Union, the import of goods from a third country outside the EU shall be subject to the uniform customs rules and tariff rates established by the EU.

Tariffs for the following year are published in the Official Gazette of the European Union at the end of October each year. For detailed information on tariff rates, please refer to TARIC at ec.europa.eu/taxation_customs/dds2/ TARIC/TARIC_CONSULTION.jsp. The customs code of the import commodity will show the relevant tariff rate and other relevant information, such as tariff quota, quantity limit, tariff suspension, anti-dumping duty, countervailing duty, agricultural duty, regulatory conditions and other foreign trade policy measures for the product. TARIC does not contain VAT or GST information.

(6) Provisions on Foreign Exchange Control

In general, business between residents and non-residents involved in making and receiving payments abroad is completely free. This freedom includes direct receipts and payments or compensation, as well as internal and external transfers, offshore accounts, and changes in the status of financial debts and bonds, as well as various means of payment for imports and exports. According to the Spanish law, Spain implements the free flow of foreign exchange and capital, and in principle there is no restriction on the inward and outward remittance of foreign exchange. The only requirement is to declare inward and outward remittances exceeding the equivalent of 50,000 euros.

For companies operating in Spain, profits and goods payments after payment of corporate income tax can be remitted or carried abroad. In accordance with Council Directive No. 90/435/CEE, adopted on 23 July 1990 and subsequently amended on 22 December 2003 by Council Directive No. 2003/123/EEC of the European Union concerning the common tax regimes relating to parent and subsidiary companies in different Member States of the EU, The Spanish subsidiary's remittance of its profits to a parent company in another EU member state that owns more than 10% of the company is exempt from tax. If the Spanish company remits after-tax profits to a company outside the EU as a result of the shareholding relationship, whether withholding tax is levied depends on the provisions of the double taxation agreement between the two countries. In the absence of such an agreement, a withholding tax of 19% is levied in accordance with the corporate tax law of Spain. In accordance with paragraph 2 of article 10 of the Agreement between China and Spain on the Avoidance of Double Taxation and the Prevention of Tax Evasion (signed on 22 November 1992), a Contracting State may levy withholding tax not exceeding 10 per cent on the after-tax profits remitted by a company within its territory to a company of the other Contracting State. Therefore, the after-tax profits directly remitted by the Spanish company to the Chinese company shall pay 10% withholding tax in Spain. Individuals carrying more than 10,000 euros in cash abroad should declare in advance, otherwise the customs can detain the money, investigate the source of the cash and the purpose of carrying it abroad, and confiscate the money or impose a fine of certain amount in the end. There is no limit on the amount of foreign exchange remitted, and the only charge is remittance charge.
